Tax break floated as a way to slow Detroit exodus

Detroit Mayor Kwame Kilpatrick discussed fiscal plans during the second of a two-day economic summit at Wayne State University. There is a projected $214-million shortfall in the 2005-06 budget, and this could mean cuts of as many as 2,000 jobs.
